New York teenage first-time drivers who want to learn to drive and earn a driver’s license are required to start with a Learner’s Permit.
When you are 16 years old you can apply for your Learner’s Permit in New York.
If you are under 18 years of age, your parent or legal guardian must give their consent by signing your New York driver’s license application. This requirement is waived however if you are 17 and have completed an approved driver education program. To receive your Learner’s Permit you will also need to pass a written knowledge test (again if you have not completed a driver’s education course) and a vision test.
There are a total of 20 questions on the written knowledge test.
You must answer at least 14 questions correctly to pass.

Around 70% of first-time test takers fail the exam. Many states require those who fail to wait at least a day to retake the exam and they may also require you to pay a re-examination fee. In addition to passing a vision test, if you have not completed a driver education program, you will be required to also pass a written knowledge test.
